Please first login by using the Login link at the top and then click the Forums menu option at the top menu bar and then click the particular forum name in the list that you would like to join and then simply either post your comment by clicking the Post Comments link appearing below the forum description or post a reply to a particular comment by clicking the Post Reply link appearing below that comment.
